
The province of Ontario has legislated that Consumption and Treatment Services (CTS) cannot be within 200 meters of a school or childcare centre. As of March 31, 2025, 10 CTS sites will close – including the site at 150 Duke St. W. in Kitchener.
Research has demonstrated that CTS sites play an essential role in harm reduction, supporting health equity and health. These sites have saved lives by reducing fatal and non-fatal drug overdoses while reducing the costs of paramedic and hospital services. They have created safer communities by reducing drug use in public spaces, provided options for proper needle disposal, reduced the spread of infectious diseases like HIV and Hepatitis C, and provided connections to mental health supports, addictions services, healthcare services, social services and other crucial community supports.
Our legal clinic is joining other community service agencies in filing a legal challenge against the Ontario government’s decision as this legislation violates both the Charter of Rights and Freedoms and the Constitution, including the right to life, liberty and security of the person.
